The Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act

The Higher Education Opportunity Act and the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (The Clery Act) requires higher education institutions to collect, 报告, and disseminate 报告ed crime data and fire statistics to the campus community, 教育部, 以及未来的学生和员工. This 报告 contains crime data as classified by the definitions from the Federal Bureau of Investigations Uniform Crime Reporting Handbook (UCR). As per Clery Act regulations, this 报告 contains data from the past three calendar years. Crime statistics are included for certain types of crimes that were 报告ed to have occurred on campus or on public 财产 immediately adjacent to the campus. 截至2014年, this 报告 also contains a number of updated and new policies required by the Violence Against Women Act (VAWA) and other federal and state laws.

The Clery Act requires Higher Education Institutions to provide a 每日犯罪日志 that includes all crimes 报告ed to the Campus Security Department for required geographic locations, 而不仅仅是克莱利法案的罪行. The log includes specific information about criminal incidents on a timelier basis than the Annual Security Report (ASR). If multiple offenses are committed during a single incident, all of the offenses are recorded. In addition to recording 报告ed crimes that occur on campus, 在或在非校园建筑内, 财产, 或者在校园里的公共场所, 报告s of crimes that occurred within the patrol jurisdiction of Campus Security are also entered into the crime log. Juilliard community members may also 报告 criminal activity to a campus security authority (CSA). 校园安全机构, 根据联邦法律的定义, is “an official of an institution who has significant responsibility for student and campus activities, 包括但不限于, 学生住房, 学生纪律 以及校园司法程序.”

The regulations issued pursuant to the Clery Act (34 CFR 668.46)进一步将CSA定义为:

• A campus police department or a campus security department of an institution;
• Any individual or individuals who have responsibility for campus security, but do not constitute a campus police department or a campus security department; this includes such individuals who are responsible for monitoring entrance into institutional 财产;
• Any individual or organization specified in an institution's statement of campus security policy as an individual or organization to which students and employees should 报告 criminal offenses;
• An official of an institution who has significant responsibility for student and campus activities, 包括, 但不限于, 学生住房, 学生纪律, 以及校园司法程序.

NOTE: Professional counselors are not considered campus security authorities when acting in their roles.

The broad definition of a CSA makes it impossible to use current faculty and staff employee records to identify positions that qualify as a CSA based on the position title alone. 因此, the responsibility of identifying those positions rests with qualifying employees and their supervisors. Any employee who qualifies as a CSA or supervises a CSA must receive training and safety-related communications. The individuals at Juilliard who are designated as CSA’s include:
